Jr. Financial Analyst

Associate Navy Financial Analyst position located in Washington D.C. <?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" />

Location is near or at the Navy Yard, DC.

Provide pre-validation reconciliation packages and contract reconciliation support to NAVSEA 01P. Analyze financial reports to identify problems, and identify misaligned contract obligations and disbursements between the MOCAS and STARS HCM accounting systems. Retrieve and research information to support findings. Obtain documentation from other activities. Reconcile suspended unpaid contract invoices and suspended unprocessed reimbursable billings. Research, analyze and promptly resolve invoices failing pre-validation, determine root causes, and provide corrective solutions. Prepare and submit STARS HCM pre-validation reconciliation packages and ERP Unmatched Disbursement (UMD) packages, in standard package format, to the client.

Query and extract information from various financial databases including Navy ERP, STARS HCM, MOCAS, MISIL, Navy ERP, EDA, AutoDoc, MIAP, COBRA, CERPS/DCAS, WISH, and PROUD. Prepare accounting data on MS Excel spreadsheets; utilize the Internet to successfully obtain financial information; and utilize the functions and capabilities of MS OutLook to generate and articulate E-Mail requests to obtain financial information and documentation.

Analyze financial data, hypothesize problem reconciliations and elaborate the reconciliation process, utilizing detailed narratives and recommendations, on prepared reports and forms. Demonstrate the knowledge, skills and expertise to visualize the obligation and disbursement process, readily identify problems, mismatches and anomalies, and explain problem causes and findings.

Navy Accounting system knowledge and skills required. Requires familiarization with system capabilities of the Navy ERP system, and SAP programming. Participate in Navy Accounting system reviews and assigned training events.  

Job Requirements:  

Minimum Education/Experience: High School Diploma or equivalent, and 1-2 years of Financial Accounting experience.

Qualifications: MS Excel, MS PowerPoint, MS OutLook, MS Word (or equivalent).

Desired: Keywords: Navy Accounting reconciliation, COBRA, MOCAS, STARS HCM, Navy ERP, CERPS/DCAS, Navy Budget Execution, General Fund, Navy Comptroller.

Strongly Desired: Navy Financial Accounting experience a plus. Navy ERP, and/or SAP Financial Data Queries and transactional analysis experience a significant plus. Travel outside the Washington, DC metro area may be required (approximately 10%).

Security Clearance: U.S. Citizenship and the ability to obtain a DoD Secret Clearance is required.
